Invitation to Tender (Consultancy Services for Qualitative Evaluation of IGNIT3 Project) National Competitive Tendering (NCT)

Background: The Ghana College of Nurses and Midwives (GCNM), an agency under the Ministry of Health has partnered with The Hospital for Sick Children in Toronto, Canada to implement the Increase Gains in Nutrition by Integration, Education, Evaluation and Empowerment (IGNIT3) capacity-building project in Ghana. As part of IGNIT3, GCNM and SickKids developed and delivered an Adolescent Health and Nutrition module for first-year nursing and midwifery residents at the Ghana College of Nurses and Midwives, implemented with two cohorts (2024 and 2025).

This evaluation examines the module’s implementation, effectiveness, and perceived impact from faculty, adolescent Standardized Patients (SPs), and residents. At the education level, the study aims to identify ways to strengthen curriculum design and adolescent engagement, informing GCNM’s sustainability efforts. At the practice level, it aims to explore barriers to applying learning and areas for additional support to enhance gender-responsive, adolescent-friendly care.

  1. Mandate: To conduct desk review; facilitate 3 focus groups with faculty and master trainers, 3 focus groups with adolescent standardized patients (SPs), 1 focus group with current GCNM residents in Accra, and 10 individual interviews with graduates across 4 GCNM training sites (Accra, Kumasi, Tamale and Techiman) between April to July 2026. Additionally, transcribe, code, analyse and write up the results, while maintaining regular communication with the project team.
  2. Duration: The consultancy is expected to be completed within a three-month period starting from April 2026, and no later than first week of July 2026.
  3. Reporting: The consultant will report to the IGNIT3 Project Director (Rector, GCNM) and cc: GCNM M&E Manager and SickKids MEL Specialist.
  4. Key Responsibilities: (See detailed responsibilities in ToR)
  • Desk review
  • Pilot testing of evaluation tool
  • Pilot the interview and focus group guides
  • Organize, schedule and conduct the interviews and focus group discussions
  • Transcribe, code and analyze the data
  • Write up the draft report and final report
  • Regular communication with GCNM & SickKids
  1. Expected Deliverables:
  • Detailed Work Plan, including schedule for each of the activities
  • All KII and FGD audio files
  • All anonymized KII and FGD transcripts
  • All signed consent forms
  • Codebook- developed in consultation with GCNM and SickKids
  • Qualitative data matrix (with themes, codes and all relevant quotations)
  • Draft analysis outline, including themes and a-priori codes
  • Draft report outline
  • Draft report (June 9, 2026) – report format will be provided
  • Final report after review and revision (July 9, 2026)
  • Summary Slide deck of Final report (10-15 slides)
  1. Required Qualification and Experience:
  • Advanced degree in nursing, social sciences, public health, development studies, or related field
  • At least 5 years of experience conducting qualitative research, including KIIs and FGDs
  • Proven experience in adolescent health, nutrition, nursing & midwifery education, and gender qualitative research
  • Strong qualitative analysis and report writing skills
  • Excellent understanding and experience on key issues and strategies in health, nutrition, and gender equality within the context of Ghana is an asset
  • Experience of community level data collection in Accra, Kumasi, Tamale or Techiman is an advantage
  • Excellent interpersonal skills, cultural sensitivity, and ability to communicate effectively
